Employer refusing to pay my last month's salary after resignation?

I resigned from my job in Pune last month with a proper notice period and completed all pending tasks. However, my employer is refusing to release my last month's salary, citing an unverified performance issue. I feel this is unfair as I fulfilled all my obligations.
