Employer refusing to pay full salary after resignation in New Delhi?

I resigned from my job in New Delhi two months ago, but my employer is refusing to pay my full and final settlement. They are holding back two months' salary and not responding to my emails or calls. They claim there were performance issues, but I completed all my duties as required. I'm in urgent need of this money. What legal action can I take to recover my salary?
