Employer not paying withheld salary after I resigned?

I recently resigned from my job in Bangalore, but my employer is refusing to pay my last month's salary, which they withheld saying it was a security deposit. I worked for them for over two years and this was never in my contract. I'm really stressed as I need the money. What legal steps can I take to recover my salary?
