Employer not paying salary for last 3 months, what are my legal rights?

I am working in a small IT firm in Pune and haven't received my salary for the last three months. The HR keeps saying there are cash flow issues, but this is affecting my ability to pay bills and support my family. I have a written contract stating monthly payments, but they seem to be ignoring it. Am I entitled to any penalties or compensation for the delay? What steps can I take to recover my dues legally?
