Employer is withholding my pending salary after resignation. What are my rights?

I resigned from my job in Bangalore last month, and my employer promised to settle my pending two months' salary by the end of June. It's now mid-July, and despite multiple reminders, they are still holding back ₹1.5 lakh due to me. I'm worried because I need this money to pay off loans. What legal actions can I take against the company to recover my salary?
