Figures here come from our research and have not yet been verified by a legal reviewer. Look for the labels Research-established Assumption Unconfirmed. Not legal advice.
Registration / user charges
The department also charges a small user (service) charge for registering documents through its computerised system (called CARD). It is fixed by Government Order, not by the Table of Fees.
- Research-established G.O.Ms.No.192 (25-04-2023): ₹500 for registering a document in Book I, III or IV up to 10 sheets, and ₹10 for each extra sheet above 10. It took effect immediately. Earlier figures were ₹100/₹200 (for example under G.O.Ms.No.456 of 2015).
- Assumption A sale deed is registered in Book I, and the Order does not name "sale deed" — so treating it as covered is an inference from the Order and the Registration Act, not something the Order states.
- Unconfirmed The meaning of "sheet" is unresolved. Neither the Order nor the department material reviewed defines it. We have not guessed whether it means a page, a sheet of paper or something else.
Because the number of sheets is not known until the document is drafted, a calculator cannot add the extra-sheet amount in advance. Our Beta calculator therefore shows ₹500 and says so.
Putting the charges together
A sale deed attracts stamp duty, plus transfer duty, plus the registration fee, plus the user charge (see Lesson 1 for the diagram). These arise under different legal authorities. A complete answer therefore needs each one researched on its own: its source, its rate, the value it is worked on, and the date it took effect. Adding four numbers is easy; knowing each number is right is the legal work.
Worked example
Sale consideration: ₹8,00,000. Market value: ₹10,00,000. The higher figure, ₹10,00,000, is the value used for the three percentage charges.
| Charge | Working | Amount |
|---|---|---|
| Stamp duty | 5% of ₹10,00,000 | ₹50,000 |
| Transfer duty | 1.5% of ₹10,00,000 | ₹15,000 |
| Registration fee | 1% of ₹10,00,000 | ₹10,000 |
| User charge | Flat, document up to 10 sheets | ₹500 |
| Illustrative total | ₹75,500 |
This is simply arithmetic using the researched figures and the assumptions explained above: the registration fee is worked on the stamp-duty value (Assumption), the same valuation basis is applied to transfer duty whichever local body applies (an assumption for Municipalities), no rounding is applied, and extra sheets are not included. Change any of those and the answer changes. It is an illustration of how the pieces fit together, not a figure to rely on.
