Is it legal for my employer to deduct salary for late attendance?

I work in a small IT firm in Bengaluru. Recently, my employer started deducting a portion of my salary for being a few minutes late to work, citing it as a new policy. This happened twice in the last month and I lost around ₹5,000. There was no prior notice about this change, and I’ve been facing severe personal issues causing my delays. I already submitted a formal complaint to HR but haven’t received any response. Can they legally do this without proper notice?
