Employer withholding my salary for 3 months, what can I do?

I have been working at a software company in Bangalore and my employer has not paid my salary for the last 3 months, amounting to ₹1.5 lakhs. I have asked HR multiple times, but they keep delaying and making excuses. I'm financially strained and worried about meeting my expenses. Is this legal? What are my rights and how can I recover my salary? Should I file a complaint with the labor commissioner?
