Employer refusing to pay bonus after company reached its targets?

I'm working in a tech company in Hyderabad. Our employment contract states that we will receive an annual bonus if the company meets its performance targets. We have met all targets this year, but now the management is saying they don't have enough funds to pay our bonuses. This feels unfair and a breach of contract. What legal actions can I take to ensure we receive our promised bonuses?
