Employer refuses to pay salary for last two months, how to proceed?

I am really worried. I worked at a tech startup in Bengaluru for over a year, and suddenly, without any notice, my employer stopped paying my salary two months ago. They keep promising payment 'next week' but nothing happens. I've exhausted my savings and bills are piling up. I don't want to resign because I fear losing the pending salary altogether.
