Can my employer refuse to pay PF after my resignation?

I worked with a company in Bengaluru for 6 years and recently resigned due to family reasons. My employer is now refusing to release my Provident Fund (PF) amount, claiming it is due to some 'pending formalities' I supposedly didn't complete. This is very stressful as I need the money urgently to handle personal expenses. I've already submitted all necessary documents as per their requirements. What are my rights in this situation? How can I ensure my PF is released?
