Can a startup co-founder change all passwords and lock me out legally?

I'm part of a Delhi-based startup as a co-founder. Recently, one of my partners changed all the passwords to our company accounts and is not responding to my calls. I'm worried he might be trying to take over the company. Our agreement doesn't clearly outline digital asset management. What legal steps can I take to regain access and secure my position in the company?
