Landlord in Bangalore demanding ₹1 lakh for painting before vacating flat?

I recently informed my landlord in Bangalore that I would be vacating the flat next month. Now he's demanding ₹1 lakh for repainting the flat, saying it's mandatory before I leave. This amount seems outrageous, and nothing like this was mentioned in our rental agreement. He's threatening to withhold my security deposit if I don't comply. I feel this is unfair and an attempt to extort money. What are my rights in this situation? Can he legally enforce this demand? Please advise on the steps I should take.
