Landlord entered my flat without permission and took my belongings?

I'm renting an apartment in Pune and while I was out of town last weekend, my landlord entered my flat without informing me. He took some of my personal items including electronics, claiming I owed him rent. I've always paid on time, so this feels like harassment. I'm extremely upset and not sure what my rights are or how to get my belongings back. Can I file a police complaint? What are the legal actions I can take against him?
