Friend ran off with my money after promising partnership in Delhi!

I trusted a close friend with ₹10 lakh to start a business together in Delhi. He promised to handle the initial paperwork but now he has disappeared and won't answer my calls. I'm devastated and don't know how to proceed legally. I've filed a police complaint but I'm unsure if this is enough. How can I recover my money and hold him accountable under Indian law?
