Builder demanding extra ₹1.5 lakh for parking space registration?

I booked a flat in Noida and the builder is now asking for an extra ₹1.5 lakh for parking space registration, claiming it wasn't included in the agreement. This demand came just a week before the registration date. I already paid what was agreed upon and this sudden charge seems unfair. Can they legally do this and what are my options?
