Builder demanding extra ₹1 lakh before registration after prior agreement?

The builder of my new apartment in Pune is asking for an additional ₹1 lakh before proceeding with the registration. We had a clear agreement about the total cost which I've already paid. This sudden demand feels like extortion and is causing me great stress as I need to move in soon. Is this legal? How can I prevent him from taking advantage of me?
